There is a "tourist area" there as it is a National Monumnet. So, there wouldn't be a problem with getting married there. You'll just need to find an officiant.
Also, high summer might prove to be a bit hot, but not like Arizona deserts. It rarely gets to 100, but it is dry and there isn't any shade. That can make it a bit uncomfortable if you aren't prepared.
That said, you might steer clear of the high-summer months and plan a wedding for September-May.
